The Long Island Chapter of the Association of Energy Engineers, at our ZOOM Webinar on Monday May 11, 2026 were pleased to welcome Zayaan Mohammed Muthair, EMIT, LEED Green Associate, who will present on NYC Building Energy Laws and Compliance Strategies.

Mr. Muthair is an energy engineer with three years of experience specializing in New York City building energy regulations, including Local Laws 84, 87, 88, and 97.  His work focuses on energy audits, compliance strategies, and building energy modeling for multifamily and commercial properties across NYC, with an emphasis on helping building owners navigate evolving decarbonization requirements.

Mr. Muhammed holds a bachelor’s degree in Electronics and Telecommunication Engineering, a master’s degree in Electrical Engineering from NYU, and a Master’s in Energy Management from NYIT. His experience bridges technical analysis and regulatory compliance, enabling practical, cost-effective approaches to meeting the City’s energy and emissions targets.

This presentation provides an overview of New York City’s key building energy laws—Local Laws 84, 87, 88, and 97—and their impact on multifamily and commercial buildings. It will highlight compliance requirements, common challenges faced by building owners, and practical strategies to meet benchmarking, auditing, retro-commissioning, and emissions reduction targets. Attendees will also gain insight into cost-effective measures, available incentives, and long-term planning approaches to align with the City’s decarbonization goals.
